Morgan Hunt is delighted to be exclusively partnering with a Public Sector organisation, based in the Peterborough region to recruit their new Group Head of People Services Delivery on a permanent basis.

Reporting to the Director of People, we are seeking a highly motivated and experienced Group Head of People Services Delivery to lead the efficient and effective delivery of transactional and operational employment-related services across the organisation. You will directly manage a team of 6 HR professionals.

Your key responsibilities will include:

  • Leading, managing, and developing the HR team, measuring effectiveness using KPIs and SLAs.
  • Managing the entire employee life cycle, from starters and on-boarding to leavers and off-boarding, ensuring smooth transitions and legal compliance.
  • Overseeing accurate and timely processing of all employment-related changes, ensuring alignment with payroll and audit requirements.
  • Managing the central recruitment budget and developing efficient recruitment processes in line with Safer Recruitment standards.
  • Ensuring legal compliance for all administration related to maternity, paternity, and family leave.
  • Directly managing employment contracts, offer letters, and pre-employment checks.
  • Managing the organisation-level induction process for all new employees and managers.
  • Managing probation, performance, and learning & development administration.
  • Overseeing reward and benefits processes, including supporting pay award planning.
  • Contributing to the implementation and development of the HRIS and other people systems, promoting self-service.
  • Leading and managing the set up and maintenance of employment files, ensuring GDPR compliance.
  • Supporting business change projects such as redundancy, merger, and TUPE.
  • Leading continuous improvement initiatives to enhance service efficiency and user experience.

What You’ll Bring:
We are looking for a highly organised and analytical individual with strong leadership and communication skills. You will be a self-starter with the ability to manage stakeholders at all levels of seniority and influence outcomes.

Essential Skills & Knowledge:

  • Ability to self-start, using own initiative to propose solutions.
  • Excellent organisation, planning, and project management skills.
  • Ability to plan operational delivery, including resource management, setting goals, and developing strategies.
  • Strong verbal and written communication skills, capable of drafting executive-level reports.
  • Strong knowledge of UK employment legislation and regulatory frameworks (Equality Act 2010, TUPE, GDPR, Working Time Regulations).
  • Strong knowledge of statutory requirements (Right to Work, auto-enrolment, DBS, holiday pay, family leave).
  • Solid payroll knowledge and understanding of tribunal risk assessment and mitigation.

Essential Experience & Qualifications:

  • CIPD level 7 or qualified by experience
  • Strong, values-based people management experience.
  • Solid budget management experience.
  • Strong HR business partner experience.

Location:
Based in the Peterborough region, with travel to other sites across the county.
