Programme Manager – Housing Management

Are you a Programme Manager – Housing Management? A Local Authority in Berkshire are currently recruiting for a Programme Manager – Housing Management to join their team on a Contract Basis.

Interim Programme Manager – Housing Management Improvement

Location: On-site (minimum 3-4 days per week)

Contract Type: Interim / Contract

Start Date: Immediate

Day Rate: Competitive (please provide expectations)

Overview

Following a successful inspection and the groundwork completed by our previous Programme Manager, we are seeking an experienced Programme Manager to lead and deliver our Housing Management Improvement Plan. This is a key role focused on achieving a C1 regulatory rating and embedding sustainable change across the service.

Key Responsibilities

  • Lead the delivery of the agreed Housing Management Improvement Plan.
  • Drive operational change to meet and exceed regulatory expectations.
  • Ensure strong governance, accountability, and adherence to timelines.
  • Support and challenge Housing Management teams to deliver measurable improvements.
  • Maintain close working relationships with senior leadership, including the CEO, ensuring visibility and progress updates.
  • Oversee programme reporting, risk management, and stakeholder engagement.
  • Provide an on-site presence 3-4 days per week in line with executive expectations.

Essential Experience

  • Proven experience as a Programme or Change Manager within Housing Management or Social Housing.
  • Strong track record in service improvement, regulatory compliance, and performance delivery.
  • Excellent leadership and communication skills, with the ability to influence at all levels.
  • Ability to hold teams to account while fostering a collaborative culture.
  • Strategic thinker with hands-on operational capability.

Desirable

  • Experience working with the Regulator of Social Housing (RSH) or similar bodies.
  • Previous success in improving service ratings or compliance outcomes.
