The role reports directly to the Lead Officer Home Ownership. Key activities Performance

● Works with manager and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement

● Supports operational plans to ensure that the resources within the teams are used to best effect and impact Customers and Partners

● Builds strong internal and external working partnerships to enable the service to be delivered in an outcome-focused and efficient way

● Supports Kingston’s commitment to community cohesion and valuing diversity and social inclusion Digital/New Ways of Working

● Uses new technologies, particularly Google, to adopt modern, agile working practices, improve customer service and eliminating paper-based processes wherever possible. Delivery

  • Supports the Lead Officer Home Ownership in delivering the Right to Buy and all other homeowner specific services meeting legislative and regulatory requirements, and in line with best practice.
  • Drives policy development, and service improvement through ongoing process review and evolution, including routine review of service charges.
  • Delivers advice and support to Council homeowners and ensures any lease or agreement breaches are addressed.
  • Ensures the Right to Buy application process results in no loss of revenue to the Council.
  • Leads all forms of consultation with homeowners.
  • Assists the Lead Officer Home Ownership with the design of the service and the development of policies and KPIs.
  • Creates and implements communication and consultation strategies designed to reach all homeowners.
  • Leads on the Right to Buy process, and other Home Ownership Initiatives and ensures all applications are strictly adhered to in accordance with all relevant legislation and guidelines, and guarantees the Council are not subject to associated financial penalties.

    To undertake routine review and analysis of the service, including external benchmarking, to consistently improve the suitability and effectiveness of approach.

  • Guiding the Home Ownership Officers in preparing routine and major works service charge accounts, and evidencing the steps taken to address any challenges.
  • Works with the Council’s solicitors to prepare technical aspects of casework for legal and First Tier Tribunal challenges.
  • Works closely with finance to provide a seamless service to homeowners.
  • Leads all forms of consultation with homeowners relating to contracts, services, works and other housing initiatives or processes.
  • Maintains administrative aspects of home ownership properties, updating records where necessary, processing requests under leases and lease enforcement.
  • Liaises with internal stakeholders to determine and source all requirements to enable to provision of services provided exclusively to homeowners.
  • Works with the legal team to address all issues and requirements associated with home ownership properties.
  • Provides ongoing engagement with homeowners as part of the Council’s wider Resident Engagement Strategy, and publicises home ownership initiatives.
  • Promotes and supports all Housing Service and wider Council objectives. Equality and Diversity
