Position Details

Job Title: Acquisitions Officer

Location: London Borough of Redbridge – Ilford

Contract Type: Temporary / Contract

Rate: £28.31 per hour (Umbrella)

Working Pattern: Full Time

Department: Housing / Property Services


Job Purpose

The Acquisitions Officer will support the delivery of the Council’s temporary accommodation and housing supply objectives by identifying, assessing, negotiating, and securing suitable residential properties for use as temporary accommodation or private sector housing.

The role involves working closely with landlords, agents, developers, housing providers, and internal stakeholders to increase housing supply and ensure value for money while meeting statutory housing obligations.


Key Responsibilities

  • Identify and secure residential properties suitable for temporary accommodation and private sector leasing schemes.
  • Develop and maintain effective relationships with landlords, managing agents, developers, and housing associations.
  • Negotiate lease terms, rental agreements, and acquisition packages in line with council procedures and budget requirements.
  • Carry out property inspections to ensure compliance with housing standards, health and safety requirements, and council specifications.
  • Assess property suitability, condition, location, and value for money.
  • Liaise with Legal, Finance, Housing Needs, and Property teams to progress acquisitions efficiently.
  • Ensure all documentation, agreements, and records are maintained accurately and in line with GDPR requirements.
  • Monitor market trends and identify opportunities to increase accommodation supply.
  • Support initiatives aimed at reducing the use of expensive temporary accommodation.
  • Prepare reports, updates, and performance data for management.
  • Ensure compliance with relevant housing legislation, procurement policies, and safeguarding procedures.
  • Respond to enquiries from landlords, agents, and stakeholders in a professional and timely manner.

Person Specification

Essential Experience

  • Previous experience working in property acquisitions, housing procurement, lettings, or temporary accommodation.
  • Experience negotiating with landlords, agents, or property owners.
  • Knowledge of housing legislation and local authority housing duties.
  • Experience managing property-related cases and maintaining accurate records.
  • Ability to work in a fast-paced housing environment and manage competing priorities.

Essential Skills

  • Strong negotiation and communication skills.
  • Excellent organisational and time management abilities.
  • Ability to build and maintain professional relationships.
  • Good report writing and IT skills, including Microsoft Office packages.
  • Ability to work independently and as part of a team.

  • Understanding of homelessness legislation and temporary accommodation processes.
  • Knowledge of private sector housing and property standards.
  • Awareness of landlord and tenant legislation.
  • Understanding of safeguarding and equality principles.

Desirable

  • Experience working within a local authority housing team.
  • Knowledge of procurement frameworks and leasing schemes.
  • Full UK driving licence and access to a vehicle.

Contract Information

This is a contract opportunity paying £28.31 per hour via umbrella company arrangements. The successful candidate will be expected to work flexibly to meet service demands and may be required to attend site visits and meetings across the borough.
