Service Delivery
Manage the day-to-day operation of the Council’s temporary accommodation portfolio, including leased, purchased, and private sector provision.
Ensure placements are safe, suitable, and compliant with statutory requirements, including health & safety, safeguarding, and housing standards.
Oversee move-ins, transfers, and move-outs, minimising void periods and ensuring smooth transitions into permanent housing.

Procure and manage contracts with providers, landlords, and agents, ensuring value for money and compliance with procurement policies.
Regularly review and negotiate rental charges to control costs and reduce reliance on expensive nightly-paid accommodation.

Maintain accurate records and management information systems to track usage, costs, and outcomes.
Produce regular performance reports for senior management and elected members.
Keep up to date with housing legislation, statutory guidance, and best practice, ensuring the Council meets its legal duties.
Partnership Working
Work with internal teams (e.g. Housing Options, Allocations, Finance, Legal, Property Services) and external stakeholders (landlords, housing associations, support providers) to improve service delivery.
Build strong relationships with private landlords and letting agents to increase accommodation supply.
Essential:
Proven experience managing temporary accommodation, housing services, or a related area.
Strong knowledge of homelessness legislation (Housing Act 1996 Part VII, Homelessness Reduction Act 2017) and statutory guidance.
Experience of managing staff and budgets in a housing or local authority setting.
Excellent negotiation, communication, and problem-solving skills.
