Leasehold Officer

Department: Neighbourhood & Communities

Location: Hybrid – Head Office & Local Office

Grade/Salary: SO1 £39,835-£42,155

Reports to: Leasehold Manager

Contract: Permanent, Full-Time (35 hrs) Hybrid

Purpose:

Deliver a high-quality, customer-focused leasehold and freehold service. Manage service charges, Section 20 consultations, major works billing, leasehold transactions, arrears recovery, and resident engagement, ensuring compliance, transparency, and resident trust.

Key Responsibilities:

· Customer Service & Leasehold Management: Primary contact for homeownership residents; advise on lease rights/obligations; resolve complex queries and disputes with empathy and professionalism.

· Service Charges & Arrears: Handle enquiries, payment plans, and disputes; recover arrears via proactive engagement, legal processes, and solicitor liaison.

· Major Works & Section 20: Issue statutory notices, apportion costs, engage residents during consultations, set up payment arrangements, and recover arrears.

· Leasehold Transactions: Process RTB/RTA, lease extensions, resales, remortgages, subletting, alterations, and certificates in compliance with statutory and policy requirements.

· Dispute Resolution & Enforcement: Address lease breaches, unauthorised subletting, and arrears; work with legal teams on formal actions.

· Resident Involvement & Governance: Engage with Homeownership Panel; promote transparency, co-production, and continuous improvement.

Person Specification:

· Experience: Leasehold/homeownership/housing management; interpreting leases; major works/Section 20; arrears recovery; dispute resolution; managing transactions; cross-team collaboration. Housing qualification (Desirable).

· Knowledge & Skills: Leasehold law; service charge legislation; Section 20; Building Safety Act; current leasehold reform issues; strong communication; IT literacy; legal/policy interpretation; sector best practice (Desirable).

· Personal Qualities: Embody values – We Care, We Are Trusted, We Are Improving, We Are Listening. Flexible, resident-focused, and professional. DBS clearance required.
